1) Put all ingredients, except rice and water in a food processor and process until well combined. Bring water to a boil in a medium-sized sauce pan over high heat and then add rice and processed mixture.
2) Reduce heat to low and simmer for 25 minutes.
3) Toss with a fork and allow to cool slightly if using for salad. If using for a side dish, serve hot.
4) This recipe serves 4 if served as a side dish, if used in the salad it serves 6.
